Carter was born in Jamestown, New York, where his parents, Robert Carter and Jane Elizabeth (née Spaulding, formerly Carter), had a pub there called the Yankee Rebel. He is descended from German, Welsh, Irish, and English people.
Carter was four years old when the family relocated to Ruskin, Florida, close to Tampa, and took over management of the Garden Villa Retirement Home. Leslie Carter (1986–2012) and Aaron Carter (1987–2022) are Carter’s siblings.
